Who we are

Independent research at the point where policy meets capital

CCSF was established in 2022 to close a specific gap. Indonesia has ambitious climate commitments and a sophisticated financial sector, but comparatively little independent analysis connecting the two — of how fiscal instruments actually perform, where capital actually lands, and whether the mechanisms being designed will do what their designers intend.

We conduct that analysis. Our researchers work across economics, finance, ecology and public policy, and our projects are deliberately structured so that findings reach the people who make decisions before they are published, not after.

The centre is hosted by the Institute for Sustainable Earth and Resources (ISER UI) at the Faculty of Mathematics and Natural Sciences, Universitas Indonesia, extending the decade-long climate and biodiversity expertise of its sister organisations within ISER UI, and is funded through a mix of competitive research grants, multilateral partnerships and government technical assistance contracts. All research outputs are published openly.

History

How we got here

From a small research group to Indonesia's reference point on climate and sustainable finance.

2019

A research group forms

A group of UI researchers begins working on climate budget analysis for the Ministry of Finance.

2021

First policy brief

The founding group publishes its first climate budget tagging brief and pilots the methodology with two provincial governments.

2022

CCSF is established

The centre is formally established under the Institute for Sustainable Earth and Resources (ISER UI) at the Faculty of Mathematics and Natural Sciences, Universitas Indonesia.

2022

First multilateral partnership

A partnership with UNDP begins the biodiversity finance workstream and the first ecological fiscal transfer pilot.

2023

Carbon market programme launches

Following the launch of IDXCarbon, CCSF begins independent monitoring of Indonesia's compliance carbon market.

2024

International presence

CCSF presents at COP29 and joins research consortia with universities in Europe, Australia and Southeast Asia.

2025

A knowledge hub

The centre opens its knowledge hub and open data programme, making research usable beyond the academy.

2026

National advisory role

CCSF is appointed technical advisor to the national carbon tax design process and its research team passes 30 researchers.

We want that trust earned the same way each time, through rigorous evidence delivered early enough to shape the decision rather than critique it afterward.

Mission

Bring knowledge and academic rigor from climate and biodiversity sciences into discussions about finance to address pressing challenges of climate change and biodiversity loss at scale, and accelerate the transition to a sustainable society

Create policy proposals for climate and sustainable finance that are informed by evidence and appropriate to the contexts, taking into account the expertise of industry, government and community

Build stakeholder capacities for climate and sustainable finance at the national and subnational levels with cutting-edge research and policy innovation
