Indonesia's sovereign green sukuk programme is among the longest-running in the world. We trace allocated proceeds to underlying budget lines and test for additionality against a synthetic counterfactual. We find limited evidence that issuance increased total green expenditure, though reporting quality improved markedly over the sample period.

We construct downscaled flood and drought exposure layers for six Indonesian provinces and match them to loan-level portfolios of regional development banks. Under a moderate warming scenario, expected credit loss rises materially in agriculture and fisheries segments, with the effect concentrated in a small number of geographic clusters.
